A method and a device for efficiently forming through holes in the building block while manufacturing a building block by a dry molding process with high productivity are provided to manufacture the building block with the through holes in high productivity. In a building block manufacturing device(1) comprising through hole-forming units(10) installed at left and right sides of a pallet(3) on which a molding frame(2) is placed such that the through hole-forming units are spaced from the pallet in a short distance, a device for forming through holes in a building block is characterized in that the through hole-forming units comprise punching bodies(11) on which a pipe body(11-1) or screw with an outer diameter having the same size as through holes to be formed in the building block is mounted, and which is moved forward and backward and is rotated simultaneously by ordinary transfer means(20) so as to form the through holes in the building block when the punching bodies advance.
