<P>PROBLEM TO BE SOLVED: To provide a high frequency electric signal controller for performing sensing etc. principally using an electromagnetic wave in the range from a millimeter wave to a terahertz wave, easily constituted as a small-sized portable integrated module of low power consumption and to provide a sensing system using the same. Ž<P>SOLUTION: The high frequency electric signal controller is provided with a generator 6 of a high frequency electric signal to be an element converting laser beams 13a and 13b into an electromagnetic wave 14 having a frequency lower than the frequency of the laser beams. A laser devices 3a and 3b generating the laser beams 13a and 13b, an optical waveguide 4 transmitting and introducing the the laser beams 13a and 13b to the generator 6, the generator 6 and transmission lines 5 and 17 for transmitting the signal are integrated on the same board 1.
