The device (1) has a concrete body (3) integrated with heating unit (5).The heating unit is a thermoelectric element that comprises a heating rod. The heating unit comprises a pipe which guides heating medium. The concrete body has a layer from heat conducting material. An independent claim is also included for a method of heating a section of track.
