An apparatus and a method for reducing noise are provided to remove the noise with respect to a voice signal even though the amplitude of the noise is changed by estimating signal to noise ratios according to frequency bands of the voice signal and using the estimated signal to noise ratios. An input unit(610) receives a voice signal. An estimation unit(620) estimates signal to noise ratios according to frequency bands from the voice signal, which is received by the input unit(610). A control unit(630) controls the noise reducing degrees with respect to the voice signal based on the estimated signal to noise ratios. A filter unit(640) filters the noise with respect to the voice signal according to the noise reducing degrees which are controlled by the control unit(630).
