A kinetic energy storing device is provided to store the energy by converting a natural energy into the kinetic energy at anywhere in the earth with requiring only a small area of the device. A kinetic energy storing device includes an air collecting device(51), a rotation shaft, a storing piston(18), and a storing tank(1). The air collecting device, the rotation shaft, and the storing piston are supported at a frame(32) by brackets(34). The storing tank is installed at leftmost location controllable by controlling a connecting hose(8). The air collecting device collects and transfers wind to a windmill blade(48). A windmill rotates along the wind direction. A windmill body is fixed at the rotation shaft by a fixing pin(49) to rotate the rotation shaft. A flywheel(47) is installed at the rotation shaft to store energy by an inertial force.
