A method for forming a coating layer of a pallet for transporting articles and the pallet having the coating layer are provided to prevent the coating layer from being separated although the pallet contacts with the loaded articles or receives external impact, by making the coating layer thick. The method for forming a synthetic resin coating layer formed on the surface of a pallet for transporting metal articles comprises: a pretreatment step for removing foreign materials stuck on the surface of the pallet(S01); a preheating step for preheating the pretreated pallet at 150~200°C for 20~40 minutes(S02); an applying step for forming the coating layer by applying the synthetic resin powdered paint on the outer surface of the preheated pallet for 3~7 minutes(S03); a thermal treatment step for thermally treating the coating layer at 200~250°C for 25~35 minutes(S04); and a cooling step for cooling down the thermally treated pallet at normal temperature(S05).
