A heater using hot water is provided to remarkably reduce the production cost of the heater by simplifying a structure of a supplying valve and a discharge valve. A heater using hot water includes a water tank(10), a hot water tank(20), and a heat exchanger. The water tank and the hot water tank are connected through a supplying pipe(40). The hot water tank and the heat exchanger are connected through a discharge pipe(60). The heat exchanger and the water tank are connected through a circulation pipe. The water tank includes a transparent window and a check valve. The transparent window is installed at the top of the water tank for checking and filling water. The check valve is installed at a water incoming hole(12). The hot water tank includes a preheating tank(21) and a heating tank(23). The preheating tank is connected to the supplying pipe. The heating tank is installed on an inside of the preheating tank.
