An auxiliary cooling and warming device for a vehicle using a thermoelectric element is provided to reduce costs for securing auxiliary cooling and warming sources by using the thermoelectric element module. An auxiliary cooling and warming device for a vehicle using a thermoelectric element comprises an indoor heat exchanger(150), a first cooling water circulation line(200), a first water pump(210), and a thermoelectric element module(300). The indoor heat exchanger is installed on a rear side of an evaporator having a gap from the evaporator and includes an inlet(151) and an outlet(152). The evaporator is installed inside an air duct(100). One end of the first cooling water circulation line is connected to the inlet of the indoor heat exchanger and an other end of the first cooling water circulation line is connected to the outlet of the indoor heat exchanger. The first cooling water circulation line is installed outside of the air duct. The water pump is installed on the first cooling water circulation line and forces cooling water to pass through the indoor heat exchanger and to circulate along the first cooling water circulation line. The thermoelectric element module is installed adjacent to the first cooling water circulation line and discharges heat according to a current flow direction.
