A cooling/heating system with loop-type pipe arrangement is provided to realize introduction and circulation of flowing water by using the pipes arranged in the shape of loop in a dual structure, thereby reducing a load applied to a circulation pump and simplifying maintenance or repair. A cooling/heating system with loop-type pipe arrangement includes a porous outer pipe(20) formed with a plurality of outlets(20a) in an outer peripheral surface, and an inner pipe(10) having a diameter smaller than the outer pipe and received in the outer pipe. The inner and outer pipes are in a dual structure and stacked in the approximately loop shape in the vertical direction, so that flowing water is introduced into the inner pipe to be introduced into a heat pump and water is discharged from the heat pump after heat exchange via the outer pipe.
