PROBLEM TO BE SOLVED: To dispense with any map data by setting a speed limit for each region shown by a predetermined range, and to reduce costs required for the maintenance management of a traveling speed monitoring device. SOLUTION: A speed limit switching information storage part 111 stores a region and a speed limit for each region in association with each other, and a speed limit switching part 113 automatically switches a speed limit based on the location of a vehicle 10 and the speed limit of each region stored in the speed limit switching information storage part 111, and an over speed limit detecting part 114 compares the speed of the vehicle 10 with a speed limit automatically switched by the speed limit switching processing part 113, and notifies a driver of an alarm when the speed of the vehicle 10 exceeds the speed limit.
