PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor reducing fog under high-temperature and high-humidity conditions and being easily manufactured, and to provide a method for manufacturing the above electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor comprising a support substrate, an intermediate layer and a photoreceptor layer, the intermediate layer contains titanium oxide and a binder resin and shows a value (ΔL value) in a range of -5.0 to 0, whereinΔL is obtained by subtracting an L value (a parameter measured with a color-difference meter according to JIS Z 8722) measured on a single body of the support substrate from an L value of the intermediate layer measured in a state of being formed on the support substrate.
