A plasma display panel is provided to increase the emitted amount of secondary electrons and to reduce a discharge time by forming a magnesium oxide protective layer including zirconium. A pair of substrates(110,120) are disposed opposite to each other. A plurality of barrier ribs(130) are positioned between the pair of the substrates in order to form discharge cells. A plurality of discharge electrodes(112) are arranged between the pair of substrates. A dielectric layer(114,122) is formed to cover the discharge electrodes. A protective layer(115) including MgO and Zr is formed to cover at least a part of the dielectric layer. A phosphor layer(140) is formed within each of the discharge cells. The discharge cells are filled with discharge gas.
