PROBLEM TO BE SOLVED: To prevent the occurrence of dark spots by surely inhibiting moisture and oxygen from intruding into an organic EL layer. SOLUTION: An organic EL display panel has: a transparent substrate 1; a plurality of color modulators 2R, G, and B regularly provided on the transparent substrate; a planarization layer 3 which is provided on a plurality of the color modulators so as to cover a plurality of the color modulators and includes a first inorganic oxide or a first inorganic nitride; a covering layer 4 which is provided on the planarization layer and includes a second inorganic oxide or a second inorganic nitride, a first electrode 5 provided on the covering layer; an organic light-emitting layer 6 provided on the first electrode; and a second electrode 7 provided on the organic light-emitting layer so as to face the first electrode.
