PROBLEM TO BE SOLVED: To quickly and highly accurately detect an intruder by a monitoring camera. SOLUTION: This method includes: movement suppressing processing for detecting a pixel whose moving vector is different from that of peripheral pixels out of a difference image of a photographed image and detecting a small area including the pixel out of small areas obtained by dividing the photographed image, color suppressing processing for preparing large areas each of which is larger than each of small areas obtained by dividing the photographed image and detecting a large area in which the value of the brightness or color of a pixel is different from that of peripheral areas as a moving object candidate area in accordance with the absolute value of the moving vector of a small area included in the large area, and moving object determination processing for determining whether the moving object exists in the moving object candidate area or not by pattern recognition.
