A filtering processing unit extracts a normal white noise component from the fluctuation of the measurement data using an adaptive lattice filter. A statistical test unit determines whether or not the variance of the normal white noise component is out of a predetermined scope in reference distribution. A change decision unit detects a stationary change of the status of a target system based on a detection ratio of an outlier.
