PROBLEM TO BE SOLVED: To transmit water level observation data without using a radio wave and a wire. SOLUTION: A prescribed display pattern is prepared on the basis of observation data detected by a river water level sensor 10A on a measurement point, an infrared display unit 242 is turned on in accordance with the display pattern, an infrared image to be displayed on the infrared display 242 is photographed by a monitoring camera 31A installed in a position separated from the observation point, and the display pattern is analyzed to restore the waver level observation data.
