PROBLEM TO BE SOLVED: To improve operability for an attendant or maintenance person by enabling a bill difficult to extract which is wound on a belt type stacker to be carried to a unit facilitating the extraction or delivered to an extractable position even if it cannot be carried. SOLUTION: The device comprises a means for storing the presence/absence of bills on carrying passages 12-16 and 17, a motor control means for delivering bills from a belt type temporary stacker 3, and a bill stack motor control means for stacking the carried bills in a money receiving and dispensing port 1 or recycle boxes 5-8. Whether bills are present in a belt type temporary stacker gateway 9 or not is determined, the bills, if present, are removed based on an external instruction. If no bill is present, a designated number of bills are delivered from the belt type temporary stacker 3 and carried to the stacker gateway 9 to extract the bills through the gateway 9, and extraction completion is displayed when the bills are removed from the stacker gateway 9.
