PROBLEM TO BE SOLVED: To provide a heating floor plate which can downsize a device and has a small temperature difference on its surface. SOLUTION: A sheet-type electric heating element 3 is buried in a concrete floor plate body 2, and the sheet-type electric heating element 3 is arranged on almost the entire surface of the concrete floor plate body 2 except the edge of a plane. Its manufacturing method is configured such that after primary concrete is housed in a form, the sheet-type electric heating element 3 is arranged on the top surface of the primary concrete except the edge of the top surface of the primary concrete so that the sheet-type electric heating element 3 covers almost the entire top surface of the primary concrete. Then after that, secondary concrete is housed in the form, and the sheet-type electric heating element 3 is covered with the secondary concrete. After that, the maturation of the secondary concrete is performed, and the form is removed. By supplying electricity to the sheet-type electric heating element 3, at the time of the installation of the heating floor plate 1 for a road, a sidewalk, a parking lot or the like, the installation can be completed by the placing work of the concrete floor plate body 2 and the connection work of a power cord 7.
