PROBLEM TO BE SOLVED: To properly recognize motion in an environment based on information from a plurality of acceleration sensors. SOLUTION: Actual observation characteristic data are acquired at each prescribed time width (for example, one second) from acceleration data from sensor nodes 1-1 to 1-4, and a label of a partial operation of sample observation having high similarity is applied to the actual observation characteristic data. Every time when the label of the partial operation having high similarity is applied to the actual observation characteristic data, matching is performed between a label row applied to the actual observation characteristic data until then and a label row of the partial operation in an operation dictionary 24A, and thereby a sample operation having high likelihood in the operation dictionary 24A is recognized as a movement in the environment at that time.
