PROBLEM TO BE SOLVED: To prevent extra discharge of fuel when determining non-ignition by rapidly determining ignition in a second stage immediately after the ignition of a burner. SOLUTION: The burner 5 is constituted to be ignited by an igniter 38, and a flame current during combustion is detected by a frame rod 40. In determining ignition or misfire from the high-low of a voltage value converted from the detection value, detection is started by the frame rod 40 by applying voltage to the igniter 38 when driving an electromagnetic pump 46 for supplying fuel. Ignition is determined if rising voltage values D2a, D2b, D2c higher than the voltage value D1a are detected, in the second stage D2 of detection after detecting, over a predetermined time, the voltage value D1a converted from the detection value of applied current of the igniter 38 in a first detection stage D1.
