A method and a device for drilling a bus luggage panel are provided to form holes for coupling of screws or rivets on the bus luggage panel at accurate depth and position. A device for drilling a bus luggage panel includes a base(80); a shaft(30) rotatably arranged on the base; a shaft brake(100) for rotating the shaft and braking the shaft at a predetermined position; an arm(20) mounted on the shaft and movable in forward and rearward directions; a transverse brake(50) for moving and braking the arm; a guide cylinder(11) arranged on an end of the arm and movable in a vertical direction by pneumatic pressure or power; a drill(10) connected to the guide cylinder, and operated by an electrical energy or air pressure; and a control box(40) for controlling the device.
