PROBLEM TO BE SOLVED: To provide a method of producing tinned steel strip, in which edge over coating is prevented and excellent surface quality is attained, and a horizontal tinned cell to be used for the production. SOLUTION: In the method of producing the tinned steel strip, the electric current is made to flow between a steel strip S to be plated and a soluble anode by using the horizontal tinned cell comprising: a plating bath 1 provided with the soluble tin anode 5 and a plating liquid; and a roll pairs respectively arranged in the inlet side and outlet side of the plating bath, comprising the conductive roll 2 and a backup roll and continuously transporting the steel strip S, wherein the horizontal tinned cell with a plating liquid discharge port provided in the outlet side of the plating bath is used.
