PROBLEM TO BE SOLVED: To enhance the durability of a Peltier module with respect to a thermal change by preventing the penetration of moisture in the Peltier module and enhancing the cooling efficiency of a discharge electrode in an electrostatic atomizing device constituted so as to cool the discharge electrode by the Peltier module to form dewing water. SOLUTION: The electrostatic atomizing device is equipped with the cooling side heat transfer plate part 2 closely brought into contact with the Peltier module 1 on its cooling side, the radiation side heat transfer plate part 3 closely brought into contact with the Peltier module 1 on its radiation side and the discharge electrode 4 erected on the cooling side heat transfer plate part 2 and also equipped with a hermetically closed frame body 14 joined to the cooling side heat transfer plate part 2 and the radiation side heat transfer plate part 3 to hermetically close the Peltier module 1 and the high heat conductivity buffer material 12 interposed between the cooling side heat transfer plate part 2 and the radiation side heat transfer plate part 3.
