PROBLEM TO BE SOLVED: To provide a composite acid of an inorganic catalyst component and an organic catalyst component dispersed uniformly, which has a high proton conductance and an excellent heat resistance and is excellent in ion exchange capacity and catalyst performance, and a method of easily making a composite solid acid high in safety of work, yield and freedom of molecular design and excellent in reproducibility. SOLUTION: An inorganic solid acid and an organic solid acid, i.e., a metal hydrogensulfate and an organic acid, are combined to provide a composite solid acid of the inorganic catalyst component and the organic catalyst component dispersed uniformly, which has a high proton conductance and an excellent heat resistance and is excellent in ion exchange capacity and catalyst performance. The method of easily making the composite solid acid as described above is also disclosed, which method is high in safety of work, yield and freedom of molecular design and excellent in reproducibility.
