PROBLEM TO BE SOLVED: To enable continuous and assured potential bonding of a reference potential generating part in an apparatus equipped with a fixed side system and a transferrable system against it. SOLUTION: An apparatus has a first system (4), especially a fixed part; a second system (6) which is formed to move against the first system (4), especially a rotation part; a first reference potential generating part (32) attached to the first system (4); a second reference potential generating part (36) attached to the second system (6); and a bonding means (60) for potential bonding of both the reference potential generating parts (32 and 36).
