PROBLEM TO BE SOLVED: To provide a highly functional card ensuring a security by preventing forgery such as substitution of a face photograph and displaying an image other than the face photograph.

SOLUTION: This IC card having a display device and a thin-film integrated circuit is characterized in that the drive of the display device is controlled by the thin-film integrated circuit, a semiconductor device used for the thin-film integrated circuit and the display device is formed by using a polycrystal semiconductor film, the thin-film integrated circuit and the display device are sealed with resin between a first substrate and a second substrate of the card and the first substrate and the second substrate are plastic substrates.
