<p><P>PROBLEM TO BE SOLVED: To improve the accuracy of detecting the abnormal generation of a catalyst in addition to a rate of accidental fire as with reference to a duration time for a fuel cut condition. <P>SOLUTION: The rate of accidental fire is calculated by counting the frequency accidental fire in a specified time. When the rate of misfire exceeds a threshold value, a duration time for the fuel cut condition is counted.
