PROBLEM TO BE SOLVED: To reduce a communication cost in the international roaming of a mobile communication terminal. SOLUTION: An international roaming system includes a domestic operator device for controlling the connection of the mobile communication terminal having a communication service range in a first country, and an international roaming destination operator device for controlling connection so as to use the mobile communication terminal in a second country. The international roaming destination operator device has a function of allocating a second communication number to the mobile communication terminal, by which calling and receiving are possible in the second country, relating the allocated second communication number to identification information of the mobile communication terminal, and reporting them to the domestic operator device as roaming information via a network. The domestic operator device has a function of connecting communication connecting control relative to the mobile communication terminal to the international roaming destination operator device via a cable line, based on the roaming information reported from the international roaming destination operator device.
