PROBLEM TO BE SOLVED: To determine a modulation system accurately as soon as possible and within limited time by means of methods for paying attention to an amplitude change or a phase change in reception signals, after a vehicle enters a communication region although those methods are available as methods for enabling on-vehicle information equipment to identify a modulation system, while a driving vehicle can communicate only at a limited communication region and the modulation system used for the communication needs to be identified within limited time in a DSRC system. SOLUTION: Radio modulation waves by a plurality of modulation systems are received from a road-side machine, the I and Q components of the received modulation waves are extracted each, and the modulation system of modulation waves is identified based on the state of the extracted I and Q components.
