PROBLEM TO BE SOLVED: To perform an efficient accumulated heat using operation by performing load prediction considering load factors of cooling and air conditioning in each area in a space including air conditioning equipment and cooling equipment, thereby performing further accurate load prediction. SOLUTION: The accumulated heat using operation device 10 for performing accumulated heat using operation of the cooling equipment 21 and the air conditioning equipment 22 provided in a predetermined space 20 comprises a load prediction means 11 and a heat accumulation control means 13. The load prediction means 11 calculates divides the space into a plurality of areas according to the load factors of cooling and air conditioning, and calculating load prediction values of cooling and air conditioning for each area, and the heat accumulation control means 13 controls the accumulated heat using operation based on the calculated load prediction values.
