PROBLEM TO BE SOLVED: To provide a network configuration managing method etc., that can dynamically change network topology configuring group communication according to the load state information, processing capability, etc., of terminals being members. SOLUTION: The load state information is received from terminals. Then it is decided whether each terminal can serve as a representative terminal capable of relaying signals based upon the load state information and it is decided whether each terminal needs to be a slave terminal subordinate to a representative terminal based upon the load state information. Then a plurality of the terminals selected as representative terminals are sorted in a preference order based upon the load state information. The network configuration information of group communication is transmitted so that terminals other than slave terminals are connected in a decentralization manner and the slave terminals are connected in a centralized manner.
