PROBLEM TO BE SOLVED: To provide a system for adopting a hot standby system for maintaining a status between a user terminal and a new active sub-system even when any failure occurs in any timing in an active sub-system. SOLUTION: When receiving a message distributed by a copying machine 11, a standby sub-system 13 of a system 1 determines whether or not the message number of a reception message is matched with the "message number+1" of management information. When those message numbers are matched, the sub-system 13 receives a message by a message receiving part, and prepares a response message, and stores the response message in a response message storage part without transmitting it. After the actual message is processed, when the processing result is different from the preliminarily prepared message, the sub-system 13 updates the content of the response message stored in the message storage part 133.
