PROBLEM TO BE SOLVED: To provide a valve timing-changing device capable of having stable operation. SOLUTION: A housing member 4 is formed by connecting a cylindrical housing body 5 made of porous material and first and second plate members 6, 7 with bolts 8, wherein the housing body integrally has a sprocket 3 around which a timing chain is wound on an outer peripheral side, and the first and second plate members seal opposite ends of the housing body. Vane members 15 rotating with a cam shaft 1 separately define operating oil chambers 19, 20 in the housing body 5 and operating oil is selectively supplied to and discharged from the respective operating oil chambers 19, 20 to relatively rotate the housing body 5 and the vanes 18.
