PROBLEM TO BE SOLVED: To provide a charging device provided with a mechanism for removing toner and an external additive of the toner adhered on the charging device while suppressing wear of the charging device, and to provide a process cartridge and an image forming apparatus therefor. SOLUTION: The charging device for imparting charge on a charged member by contacting the charged member receiving electrification while being moved in a prescribed direction, comprises: a charging member for imparting the charge on the charged member while being driven and rotated to the movement of the charged member by coming in contact with the charged member; a cleaning member for removing a sticked matter sticked to the charged member by coming in contact with the charged member and being driven and rotated to rotation of the charged member; and a braking part for temporarily suppressing driven rotation of the cleaning member.
