A light-emitting device and a semiconductor device are provided to prevent degradation due to moisture and oxygen by using a plastic layer including a sealing layer. A light-emitting device includes a first plastic substrate, a second plastic substrate, a light-emitting element, a plurality of insulating layers(106,107,108), and a plastic layer. The light-emitting element is formed between the first plastic substrate and the second plastic substrate. The plurality of insulating layers is formed to cover the first plastic substrate and the second plastic substrate. The plastic layer is formed to cover the plurality of insulating layers. The internal stress of at least one of the insulating layers is smaller than the internal stress of other insulating layers. |
