<P>PROBLEM TO BE SOLVED: To restrain erroneous detection in processing for detecting a face included in an image. <P>SOLUTION: The first index value calculation means 33 calculates an index value indicating the probability that a partial image W is a face image, as to each of the partial images W cut out in different positions on a detection objective image, and a face image candidate extracting means 33 extracts all the partial images W having the index value of a prescribed threshold value or more, as the candidates of the face image. A candidate group setting means 34 sets respectively the candidates of proximity within a fixed range, as a candidate group, and the second index value calculation means 35 calculates an overall index value in the every candidate group. A face image extraction means 36 considers the candidate group as the candidates corresponding to the same face, when the overall index value is the prescribed threshold value or more, and extracts the face image based on the candidate group.
