PROBLEM TO BE SOLVED: To provide a method for producing a phosphate-based polymer, by which the phosphate-based polymer useful as a dispersant imparting an excellent dispersing effect and an excellent viscosity-reducing effect to hydraulic compositions can be produced at an industrially practical level. SOLUTION: This method for producing the phosphate-based polymer suitable as a dispersant for hydraulic compositions comprises copolymerizing a specific monomer 1 having a polyoxyalkylene group, a phosphoric monoester-based monomer 2 and a phosphoric diester-based monomer 3 in a reaction solvent containing an organic solvent.
