PROBLEM TO BE SOLVED: To provide a flat fluorescent lamp the lifetime and the light emitting characteristics of which can be improved by preventing sodium elution from a glass substrate. SOLUTION: This flat fluorescent lamp has a first substrate, a second substrate combined with the first substrate and molded so as to form a plurality of discharge spaces, a first elution preventive layer formed on the inner surface of the molded second substrate to prevent the quantity of sodium eluted from the second substrate from exceeding a fixed amount, a first fluorescent film formed on the inner surface of the first substrate, and a second fluorescent film formed on the first elution preventive film.
