PROBLEM TO BE SOLVED: To provide a preliminary action type flowing water sensor having a partition between a primary side and a secondary side, a communication hole in the partition, a valve body which is opened by the action of a fire sensor on the communication hole, and a control chamber filled with a fluid of the primary side formed on the rear side of the valve body, wherein the valve body has pinholes and narrow grooves which can pass water from the primary side to the secondary side, the pinholes and the narrow grooves are disabled from passing water from the primary side to the secondary side when a sprinkler head malfunctions, and which can withstand a secular change. SOLUTION: A flowing water control cylinder 7 having pinholes 11 capable of passing water to the primary side I and the secondary side II on the side is fitted into the valve body 4.
