<P>PROBLEM TO BE SOLVED: To perform high-precision movement detection at a high speed by performing three processes of the movement detection of integral precision, the movement detection of decimal precision, and the preliminary transfer of image data of a reference microblock used for the movement detection of a next object microblock in parallel. <P>SOLUTION: A reference image memory 4 has seven reference bank memories 4a to 4g capable of storing vertically three reference blocks. Arbitrary three of the seven reference bank memories are adaptively allocated for the movement detection of integer precision, the other arbitrary three reference bank memories are adaptively allocated for the movement detection of decimal precision, and the remaining one reference bank memory is adaptively allocated for the preliminary transfer of the image data of the reference microblock used for the movement detection of the next object microblock. The reference bank memories 4a to 4g are individually connected to a movement detecting circuit 8 one by one through seven buses BS 5 in total.
