PROBLEM TO BE SOLVED: To provide a dispersion evaluating device capable of properly evaluating the dispensibility of an arranged body which is arranged to different density at each area. SOLUTION: When a set of (m) points dispersed in a bounded space E(n) is denoted as X, an arrangement determining device 2 calculates the energy of the set X based upon mutual energy fr(¾x-y¾) generated at a point (x) of interest with the other point (y) and point densities at respective points (y) and lowers the energy of the set X to increases dispersibility of point dispersion. In this method the dispersibility of dots of a dispersed dot image in a two-dimensional bounded image space having a width (w) and a height (h) can be improved while image density of each area is taken into account.
