A device and a method for improving a security level in a card authentication system are provided to implement an improved security level by raising randomness of a random number generated in a random number generator, which generates the random number by receiving a unique serial number from a storage medium. The card authentication system includes a host(130) and a memory card(105). The memory card includes the storage medium(110) storing the unique serial number and a card controller(120). The card controller includes the random number generator(123) generating the first random number by receiving the unique serial number from the storage medium, and an encoder(125) generating an encoded text by receiving the first random number, and transferring the first random number and the encoded text to the host. The host includes a decoder(133) generating the second random number by decoding the encoded text with the third key embedded in the host and a random number generator(135) comparing the first random number with the second random number. The storage medium is a hard disk and a non-volatile memory.
