An upper substrate of a planar light source, a planar light source device, and a backlight unit having the same are provided to prevent elution of sodium ions from a glass substrate and absorption of mercury to the glass substrate by forming a metal-oxide protection layer on a bottom surface of the glass substrate corresponding to an electrode forming area. A glass substrate(10) includes an upper surface including an electrode. A metal oxide protection layer(20) is formed on a bottom surface of the glass substrate corresponding to a area in which the electrode is provided, and prevents elution of sodium ions from the glass substrate, and absorption of mercury to the glass substrate. The metal oxide protection layer has an area corresponding to the electrode forming area. A fluorescent layer is further provided on the bottom surface of the glass substrate.
