Provided is a permanent composition consisting of natural materials which is able to maintain hair and scalp healthy and moist by promoting the blood circulation of the hair and scalp and supplying various nutritive materials with preventing the allergic reaction on the hair and scalp, and promote the hair loss prevention, hair generation and detoxication of the hair. The permanent composition comprises 2.5 wt.% of seaweed, 7.5 wt.% of pine needles, 15.0 wt.% of kelp, 5.0 wt.% of sea weed fusiforme, 5.0 wt.% of agar, 5.0 wt.% of spinach, 15.0 wt.% of black sesame, 5.0 wt.% of garlic, 5.0 wt.% of onion, 6.0 wt.% of black bean, 11.5 wt.% of soup prepared with fermented soybeans, 5.0 wt.% of parsley, 5.0 wt.% of brown rice, and 7.5 wt.% of peanut.
