A magic lever is provided to plan a safety by narrowing a punked portion and to save much time by easily and promptly sealing the punked portion. In a magic lever, a fixing hook(1) is fixed to a hole of a wheel without attachment and detachment. The distance between the fixed portion and a punked portion is regulated by a chain. A regulation lever can be moved forward and rearward by a small distance to insert the regulation lever into the punked portion. If a punked lever is lifted, the punked portion can be sealed without applying a larger force. The compulsorily inserted punk material is press-fitted to prevent regeneration of the punk, thereby helping a safety.
