A method for forming a shoelace device equally fastened and bound is provided to help the smooth circulation of blood by minimizing pressure applied on the ankles and to equally align shoelaces by making the angle of the shoelace inserted into eyelets, same. In the method for forming a shoelace device equally fastened and bound, a shoelace(17) is bound at a time by fitting the shoelace to middle eyelets with crossing each other and forming V-shaped pulled shoelace ring parts(19a,19b) at the upper end. A combining space is secured at first eyelets(11a,11b) formed at the left and right upper ends about a cover for the top of the foot. The pulled shoelace ring parts are arranged at second and third eyelets(12a,12b,13a,13b) formed at the left and right sides of the upper end. A combining face is fixed on the upper cover formed at the side of the first eyelet by the combining space. A combining plate is fitted to the pulled shoelace ring part. The combining face and the combining plate are made of a Velcro tape for fixing the pulled shoelace ring part to prevent the direction angle of the pulled shoelace ring part from being deviated. The alignment direction of the shoelace is same over all eyelets by making the binding angle of the pulled shoelace ring part diagonally connected to the opposite combining face, correspond with the fitting angle of the shoelace inserted into the lower eyelet.
