A device for making a data medium discrimination information database, the device for managing the same, a computer-readable recording medium storing a program thereof, and a data medium discriminator are provided to realize good slip discrimination by automatically optimizing the database storing pairs of a slip type and slip discrimination information according to a distribution frequency of the slip. A slip determiner(13) determines whether the slip discrimination information obtained from image data of the slip(2) is stored in a slip registration database(12). If the obtained slip discrimination information is not stored in the slip registration database, a temporary register(14) extracts candidate information to be used as the discrimination information from the image data and registers the candidate information to a candidate database(15a) by matching the candidate information with the type of the slip. A register(16a) registers the candidate information to the slip registration database as the slip discrimination information of the slip based on a registration frequency of the temporary register by matching the candidate information with the type of the slip.
