An apparatus and a method for transmitting and receiving a signal in a communication system are provided to generate an APM(Affine Permutation Matrix)-LDPC(Low Density Parity Check) code which is an LDPC code maximizing a girth and having the minimum complexity. A method for transmitting and receiving a signal in a communication system includes the steps of: receiving an information vector; encoding the information vector with an APM-LDPC encoding method, and generating an LDPC codeword; and transmitting the generated LDPC codeword. The APM-LDPC encoding method is a method for encoding the information vector in correspondence to a parity check matrix. The parity check matrix includes p x q blocks. The p x q blocks correspond to APM matrixes having an L x L size.
