An image forming apparatus and an image forming method of the image forming apparatus are provided to variably set a time required to recognize resistance to paper in order to optimize a transfer voltage application time. A first paper environment recognition time from the moment when the first paper is supplied from a paper feeding unit to the moment when a transfer roller recognizes environmental resistance with a photosensitive drum is detected(S300). A paper arrival time required for following paper to be arrived at the transfer roller and an environmental resistance recognition time required to measure environmental resistance between the photosensitive drum and the transfer roller after the following paper arrives at the transfer roller are set on the basis of the first paper environment recognition time. The environmental resistance is recognized with the lapse of the set paper arrival time and environmental resistance recognition time(S800), and a transfer voltage is applied to the following paper to form an image(S900).
