A charging and discharging control circuit and a charging type power supply are provided to reduce a test time by entering a test mode shortening a delay time of an inside control circuit without an additional control terminal. A charging and discharging control circuit(110) includes a switch circuit(102), a secondary battery(101), a voltage detection terminal(20), a resistor(200), a power supply terminal(10), and a capacitance(210). The secondary battery(101) is connected through the switch circuit(102) between +V0 and -V0 of external power supply terminals. The charging and discharging control circuit(110) is connected to the secondary battery(101) in parallel. Both electrodes of the secondary battery(101) are connected to the power supply terminal(10) through the voltage detection terminal(20) and the resistor(200). The power supply terminal(10) is connected to the capacitance(210).
